Tests in accordance with building regulations

The most senior building supervisory authorities of the individual federal states in Germany, as legislators in the building code of the federal states, require the building owner or operator to inspect safety-relevant systems and facilities; in structural facilities and rooms of a special type and use (so-called special buildings).

 

Facilities in special buildings that are subject to inspection are for example:

  • Fire detection and alarm systems
  • Natural and mechanical smoke extraction systems and positive pressure systems for keeping stairwells smoke-free
  • Fixed, automatic and non-automatic fire extinguishing systems
  • Fire protection closures in the course of rail-bound conveyor systems

Scope of testing

The inspections of the safety-related systems and equipment shall be performed before the first commissioning of the systems or also after substantial modifications of the technical systems or the building structure. Changes in the use of buildings usually also represent a significant change in the sense of the legislation applicable here and require the renewed testing of safety-relevant plant technology. In addition, the effectiveness and operational safety of the technical systems must be checked repeatedly at intervals of 1 to 3 years, depending on the type of system.

 

Inspection by experts

As a rule, the tests must be carried out by experts approved under building regulations. If the facilities meet the requirements, the expert may issue the certificate intended for submission to the competent building supervisory authority. The result of the test is recorded in a comprehensive test report.
